Case Study:  "He wasn't supposed to be there"

Car One was approaching the end of an entrance ramp to a freeway. Car Two was coming down the ramp right behind him. Car Three was approaching in the right lane of the freeway.

Just as Car One was about to merge with freeway traffic, the driver noticed that Car Three was too close, so he stopped to let Car Three pass.  The driver of Car Two thought that Car One was going to enter the freeway without stopping.  He turned his head to check traffic on the freeway. When he turned back and saw Car One had stopped, he slammed on his brakes, but he could not stop in time, and rear-ended Car 1.

The driver of Car One received a whiplash injury to his neck.
